Telematics First
Ask for live work against Samsara, Geotab or Motive APIs. Tepia scopes webhook feeds, polling limits and vehicle mapping during Discovery.
Read: Custom Fleet Management App DevelopmentChoose a fleet management software developer that has shipped against telematics APIs such as Samsara, Geotab or Motive, understands hours of service and DVIR rules, and can show a driver app that works offline. Tepia builds fleet software on those integrations, with a US based project manager and a Discovery phase that typically runs 1 to 3 months.
The right fleet developer already knows the difference between a GPS ping, a duty status change and a defect report, and builds for all three.

Regulatory and industry figures a fleet software developer should already know before the first meeting.
FMCSA hours of service rules allow property carrying drivers 11 hours of driving inside a 14 hour on duty window.
The American Trucking Associations reports trucks move roughly 72 percent of US freight by weight, so uptime matters.
The US Bureau of Labor Statistics projects heavy and tractor trailer truck driver jobs to grow 4 percent from 2025 to 2035.
Most agencies can put a map with moving pins on a screen. Fleet software asks for more: a vehicle can report its position every few seconds, a duty status change carries legal weight, and a driver vehicle inspection report with a defect has to keep a truck in the yard until a mechanic clears it. A developer who has not handled that mix will design a pretty dashboard that fleet managers stop opening within a month. Tepia treats the data model as the first deliverable on any fleet project for exactly that reason.
Look for a partner that can explain, without notes, how they would reconcile three sources of truth: the telematics device, the driver’s phone and the maintenance shop. Mixed fleets make this harder. A company running Class 8 tractors on one ELD provider, box trucks on another and service vans with plain GPS trackers needs a single vehicle record that tolerates gaps, duplicate pings and devices swapped between units.
Ask about scale too. Ten thousand vehicles reporting every 30 seconds produce a large stream of location rows each day, and the developer should already have an opinion on retention, downsampling for history views, and which events deserve a real time alert versus a nightly rollup.
Score every candidate on the same criteria so a strong sales presentation does not outweigh thin delivery experience. Tepia suggests weighting telematics and compliance highest, since they are the hardest to fake and the most painful to fix later.
| Criterion | What good looks like | Red flag | Weight |
|---|---|---|---|
| Telematics integration | Shipped work on Samsara, Geotab or Motive APIs, with webhooks and backfill for missed data | Plans to scrape a vendor portal or read CSV exports by hand | High |
| Hours of service and ELD awareness | Knows the 11 and 14 hour limits, duty status types and why ELD records cannot be edited freely | Treats duty status like an ordinary timesheet | High |
| Driver app usability | Offline inspections, large tap targets, tested on older Android devices | Only demos on a new iPhone over office Wi-Fi | High |
| Maintenance workflows | Preventive schedules by miles, engine hours and dates, plus a defect to work order flow | Maintenance is a free text notes field | Medium |
| Data ownership | Code, database and telematics history in your cloud account | Everything hosted in their tenant with no export path | Medium |
| Reporting | Utilization, idle time, fuel and safety trends by driver and unit | Raw table exports presented as analytics | Medium |
A developer who scores well on the first three rows is usually safe on the rest. For a closer look at the integration work, see telematics integration with Samsara, Geotab and Motive and ELD and hours of service integration.
Use these in the second meeting, after the developer has seen your vehicle list and current tools. Listen for specifics: named APIs, named rules, named failure modes. Tepia answers each of these in writing during Discovery.
Tepia uses the same six phase process on every engagement and shapes each phase around how fleets actually run. A US based project manager is assigned from the first call.
Typically Discovery runs 1 to 3 months and development with QA 2 to 6 months. Read the full Tepia process.
Before choosing a developer, decide what you are asking them to build. Many fleets should keep their telematics platform for devices, dashcams and ELD logs, and hire a developer only for the layer that platform does not cover well: a custom dispatch board, a maintenance shop app, a customer facing tracking portal, or a data warehouse that joins telematics with payroll and work orders. Tepia recommends that hybrid in most Discovery reviews because it keeps certified ELD hardware and logs in place.
A full custom build earns its place when you run specialized equipment such as reefers, cranes or vacuum trucks whose sensors and workflows no packaged product models, or when fleet data is the core of a product you sell. If you are weighing those paths, compare Samsara vs a custom fleet app and Geotab vs custom telematics software, then read how to build a fleet management app. When you are ready, talk to Tepia about your units and routes.
